Also when cold the pressure tends to be higher at low RPM and drops down to around 30 PSI as the engine warms up. Engine temperature and oil level appear normal. This is my first diesel engine and GM truck.

It could be just a malfunctioning sender. If the pressure is, in fact, fluctuating then the pressure regulator is going bad. It is part of the pump so a new pump will solve the problem. The oil pressure quage is moving around because the engine is slowing down and speeding up. As far as the idle surging goes try this.The needle is supposed to move, on Fords the needle stays at one pressure setting but on Chevy's the needle will fluctuate.
