I would look for a cracked intake manifold or gasket, restriction in the fuel delivery system such as a clogged fuel filter, fuel line or debris in the tank. Seems odd you would go from flooding at WOT to what appears to be a lean condition.This is a basic throttle kit for the Predator 212cc. The governor will not be affected by this. Assemble the kit as shown. When threading the bolts in, move your wrench or ratchet in either direction a few times, this should make the threading easier.
