Yep. I'm pretty sure those things that can be stashed are not "obstacles" toward the 45 limit. They do count against the 45 limit. the decorative statues are not obstacles, and do not count for the obstacle limit. the obstacles at the end of his building bar are stashed in editor, and still count towards the 45 limit.You just gotta get creative with how you place them!
