I finished a couple of quest and decided to go to foundation according to miscellaneous tab. Apparently I also began siding with the settlers. I think you need to go to the overseer's house to start. She'll send you out to inoculate the settlers and raiders. Then do both of their quests and do the heist with the raiders. There is quite a bit of Wastelanders quest line you need to complete before you can do the vault raid.Honestly it’s more a matter of which faction is easier to grind reputation with. The settlers’ line within the vault is less buggy and it’s harder to grind reputation with them, so I’d recommend siding with the settlers.
