SOLUTION: I had to plug the RCM loader plastic piece to my computer, then browse to it in windows explorer, and replace the payload.bin file inside of the atmosphere folder. Then I unplug it from the computer, turn off the switch, slide the other plastic piece into the right joycon slide area.
