THEREFORE I hereby declare that the Tattered Apparel Debuff is a PITA curse and an unavoidable one.I got a lot of refugees visit on a quest. For their clothing, any apparel that wasn't tattered was (locked) - 'This person refuses to drop this.' I accepted 2 pawns on join requests, 1 of those pawns had locked apparel. After joining & the quest completing, the apparel is still locked & I can't get them to switch gear.

Set top end of the HP% threshold lower (too low and you'll have tattered apparel warnings) and colonists will look for a change of clothes less frequently. I had this issue where my guys were swapping their high tier armor out for low-teir stuff when what they were wearing hit like 70% or so.
